Former Rockland Drug Counselor Indicted on Bribery Charges

Long Island man accused of seeking bribes to get program participants out of mandated treatment early.

A Long Island man has been indicted on charges that he used his position as a counselor in a Rockland County program designed to help drug-abusing offenders stay out of prison to solicit and take bribes.

Rockland County District Attorney Thomas Zugibe said Hulen Ginn, 41, of 11 Bee St., Valley Stream, is accused of taking bribes in return for making it possible for participants to get out of the program early or to avoid attended required half-way house treatment.

Ginn was arrested in October 2012 and has denied the charges against him.

Ginn worked for a company hired by the District Attorney's Office to run its Road to Recovery Drug Treatment Alternatives to Prison program - known as DTAP. Ginn is accused of soliciting and accepting bribes from June to October 2012.

A Rockland County grand jury in New City has indicted Ginn on charges of:

- Third-degree bribe receiving

- Second-degree receiving a reward for official misconduct

- Second-degree falsifying business records.

Ginn was arrested after an investigation by the District Attorney's Office. He remains free on $10,000 bail.`
