Cuomo Vetoes Bi-State River Commission Bill

New York Gov. Andrew Cuomo vetoed legislation that would have created a Rockland/Bergen Bi-State River Commission Wednesday night.

In his veto message, Cuomo said his decision was based on the lack of funding in place for the operation of the commission, citing a Division of Budget estimate of $600,000 in costs per year shared between New York and New Jersey.

According to the office of Assemblyman Ken Zebrowski, there would be no such costs. The commission was to be made up of 12 voting members, six from New York and six from New Jersey, and six non-voting members who would work together to coordinate flood mitigation efforts between the municipalities in Rockland and Bergen Counties. None of the members of the commission would have been paid. 

"Last night, Governor Cuomo vetoed legislation that would have created the Rockland-Bergen Bi-State Watershed Commission," Zebrowski said. "I disagree with the Governor’s position on this bill, and vow to continue to seek alternative solutions for the residents of West Nyack. Protecting Rockland homes from unnecessary flooding is my priority and will remain at the top of my agenda as we move into the next legislative session. In addition, I will consult with the Governor regarding the veto and develop a proposal that is universally supported and achieves the goal of regional coordination in respect to flood mitigation efforts."

Senator David Carlucci also responded by saying he would try to find a way to make the legislation work. 

"Residents who suffer from chronic flooding to their homes deserve results," Carlucci said. "I will continue to work with residents throughout Rockland and with the Governor to improve on the Bi-State Water Commission legislation and find innovative ways to work towards protecting flood prone homeowners."

The New York State Senate passed the legislation in May and the Assembly approved it in April. New Jersey Gov. Chris Christie signed companion legislation in 2012.

Locall officials in both states came forward in May calling on Cuomo to pass the bill and pointing out that a coordinated effort is necessary to better mitigate flooding in Rockland and Bergen Counties because efforts in one municipality impact those of the surrounding municipalities.
