Two Arrested after Car Stopped for Traffic Violation in Valley Cottage

Congers woman had suspended license, auto registration; New City man hit with drug charges.

A Congers woman and a New City man were arrested after their car was stopped in Valley Cottage for a traffic violation, according to the Rockland County Sheriff's Department.

Victoria Hales, 25, of Congers, was driving on Ridge Road in Valley Cottage at 2:45 a.m. Thursday when she was stopped for a violation. Police said they discovered the car's registration had been suspended because of unpaid parking tickets and Hales' driver's license was suspended for failing to pay fines and a fee from a conviction for driving while having her ability to drive impaired.

Hales was arrested and later released pending an Oct. 15 hearing in Clarkstown Town Court in New City on charges including third-degree aggravated unlicensed operation of a motor vehicle, a misdemeanor.

Police also found that the passenger in the car, Roger Mann Jr., 30, of New City was wanted by Spring Valley police. Police said that while questioning Mann they found he was in possession of a controlled substance — a prescription medication — and marijuana.

Mann was charged with seventh-degree criminal possession of a controlled substance, a misdemeanor, and unlawful possession of marijuana, a violation. He was turned over to Spring Valley police to answer their warrant, and Mann faces a Sept. 26 hearing in Clarkstown Town Court.
